I think it's time for AE to let the user copy and paste multiple keyframes on multiple layers in one go.
Because this quickly becomes rather messy and confusing, let it simply copy keyframes across layers/fx and paste those in the same layers/parameters where they come from, but with the first keyframe starting at the current time indicator, and all following at their respective offset in time.
A modifier-key added to [cmd/ctrl]-V will do.
